The voltage across my battery with the car off is 13.3 VDC, running it's 13.9 VDC.
Shouldn't the running voltage be 2 or 3 volts higher than the off voltage?

13.9 V at idle with headlights and blower on is OK, but if thats the volts with all accessories off and engine recently started, thats low unless ambient temps are close to 100 deg. At a cold start with a few accessories on, 14.2 to 14.4 is typical, with a few tenths of a volt more in real cold outside temps.
What is the voltage after the engine is warm, headlights on, blower on high, and engine at 2000 RPM? Thats the important number.

13.9 is warm and nothing on but the radiator cooling fans.

If both fans are running 13.9V is ok. They draw big amps. I assume you have the stock 75A Mitzu alternator?
