Yep, you close it off completely. I was changing the water after every dyno pull. It doesn't seem to get as hot now that I put some heat sheild on it though. It doesn't work as well as an electric fan on the back though, it works much better. On the dyno, I wasn't seeing higher than 80 degree inlet temps and driving it on Sunday it was only showing mid 70's while hammering it. The stock air/air with a fan will never do that well.

for street application how often would i need to change the water, or would i need to plumb? and do you think maybe an alcohal mixture would help even more?

You'd want to plumb it. I'm going to plumb mine very shortly. I never really considered putting alcohol in it too, but it's not a bad idea.
