ABS code 23, valve and wiring are ok

I have Tony Sciea's red TC at my house right now to get a few bugs fixed for him before the show season fully begins.
he has had the ABS light coming on. i pulled the code yesterday. code 23. lf output valve.
i followed the diag. chart over at tbird heritage on code 23, the valve measures out at 4.4ohms, which is ok and with in the 3-7 ohm range. i then unplugged the control module in the trunk and measured the valve from there and its at 5.6 ohms, agian with in the 3-7 ohm range. now this leads me to belive the module has to much resistance? or too little? the code does not specify if its is an open circuit or shorted circuit.
should i just try another module. and if that doesn't work were would i go? i really don't want to take half the interior out of the car and open up the harness to find a high resistance issue, but i have 5.6 ohms in the rear at the module and that only a 1.2ohm gain, and that's is fine for about 15 feet of wire in two separate circuits combined. so that leads e to believe the circuit and valve are fine. i really want to get this fixed for him and he doesn't have the spare time to tackle it with work and other projects.... HELP?!

well was going over the car more today. had it on a lift at work and my buddy Fernando was being the pedal pusher as i bleed the brakes to flush the system. as i was in teh back i was cleaning off the caliper and noticed the right rear wheel speed sensor wire was cut......
now i was getting code 23, this is out of my snap-on solus...... so what was the mis communication between the code scanner and the module... odd. any way i "fixed" the wire and put shielding around. now i have no codes and ABS is working properly.....
this is aggravating right now. my snap-on dealer went under and i don't have a snap-on reprsenitive cuz this is messed up..... i spend good money on this equipment and it should work on my own vehicles or ones identical to it.... grrrrr.
sorry i am venting about this and well as stating i resolved the issue.....

just glad to be fixing TC's again, mine is running good but i need small stuff i dont feel like doing.
anybody else in the jersey area need help working on their TC?

Jeff K has stated prior experience with the ABS computer showing the wrong stored trouble code. In fact, I think it was a similar situation where a broken wheel sensor was the real issue, but was not the stored code.

that is really odd.
i actually had the CEL on my TC flash at me this afternoon,
and had the solus out i put it on the abs. i had the ABS light light up a few months back. but went out. scanned it,again code 23......
so know i dont believe it.
my blue TC had a code before i parked it for a valve malfunction too..... i wonder now
grrrr computers sometimes... but cant complain computers messing up have made me some good money...
