So, do they turn on when you initially start the car? They should turn on for a few seconds and shut off, if they do, your ECT sensor in the intake may be bad. It is mounted in the middle top of the intake. What year is yours? Also, there is some great write ups here in the "Tech Articles" section, you will notice that coolant fans topic comes up a lot. I have never seen bad fan motors on these cars, usually the ECT sensor, mine did not like the aftermarket one from a local parts store, so I scavenged a few from 80's Ford's in the junkyard as factory parts seems better quality, even if they are older.

How about when you put the heater to defrost? also, on the A/C lines in front near the air box/filter, there is a switch. This is the A/C pressure sensing switch, if you disconnect this and make a jumper for it, the fans should turn on. you could also try jumping the ECT sensor in the intake like I mentioned to see if they turn on. If none of these work, start checking fuses, if all good, you may have a bad relay in the IRCM, which is the black box with a large harness plugged into it behind the air filter housing mounted on the fenderwell.
