88 TC in Philly about to get junked (Not Mine)

There's a decent looking 88 TC in the Philadelphia area that looks fundamentally sound but needs some repair. The owner is only asking $800 and is probably going to junk it if he doesn't get it. Looks like it could be a good project for somebody or a good parts car. Here's the description:

"Hasn't run in 2 years, needs clutch and head gasket, battery, tires. Recent front end damage from snow plow guy no doubt.. have all repair receipts, title, etc. could still be fixed up, I don't have the money to do it, want this classic to go to a good home. 92,334 miles. Moving soon, get it before the junkyard does!"

it was listed for $1,500, which is ridiculously overpriced for the amount of work it'll need. it'll need a new header panel, corner marker light, looks like there's rust below the driver's door, at the very least..then the clutch, head gasket, etc., etc...

my stepdad made an offer, don't think the person ever responded to it.
