85 TC brakes issue

Well my brakes have been sinking to the floor, and when I check my master cylinder the fluid is low. I been having to fill it once a` week. So I thought the issue was a leaking rear drum cylinder. I replaced both since they were only $10 each. Wallah I had nice hard peddle again..BUT WAIT!!....Drove it around for a while and when I pushed hard on the peedle, it sunk to the floor and you could hear that woosh of air from the brake booster. Do I have bad brake booster? Is the seal in the booster leaking out air? Did I just not bleed brakes enough?

Master cylinder may be bad.
