Will a steering wheel off a '86 T-bird fit and operate the cruise on a '83?

Far as I know it won't. But if you take the whole column then you'd be all set, just splice wires and go.
I don't believe the clock springs interchange is why.
I'll look tomorrow to try and make sure though.

Bring another $50 when you come and pick up the parts and I'll have the column pulled with a nice 85 Tc steering wheel that has cruise.

???? 83-88 Tbirds dont use clock springs...... only airbag equiped cars have them. Our cars use slip rings. Not sure about 83, but I have an 88 TC wheel on my 86 Tbird 5.0, and it fit perfect and the horn, cruise, work fine with the 88 wheel.
