5 psi but not 10 psi please help

i just did the head gasket on my 88 tc and now it runs fine but when i punch it wont build up 10 psi boost i can get 5 psi but when its coming up to ten it starts to stutter almost like a jake break any ideas

Inter cooler hoses. Bottom one probably folded in on itself or the clamp isn't in the right position
