Parking brake cable+Spring-loaded lever?

On my 88 TC, under the drivers-side rocker panel, there is a spring-loaded rotating lever next to the parking brake cable adjuster. What does this lever do? Should it be rotated perpendicular to the brake cable to support the cable adjuster? Thanks!

88TC, Gillis valve, K&N cone on VAM, MSD ignition box, coil, and plug wires, Hurst Mustang T5 shifter, 2 1/2" cat-back duals, trunk battery with disconnect, CHE control arms.

I sent you an email. Mine points at the driver's side and th ecable kind of lays on it.
I'm not sure it is correct.

Does anyone have any pictures of the way the emergency brake cables should be?
