Of the two cooling fans behind my radiator only ine of them cycles on and off the other does nothing. Should both of them go on and off at the same time - I don't know but I am assuming so...

No they operate seperatly. The upper cuts on at around 210* and when the AC is on, the lower comes on at approx 225* or so.
Just to add a little to what Tom said... On the factory temp gauge, the larger pass side fan should come on when the stock temp gauge hits about 1/2 way up. If temp continues to climb, the smaller drivers side fan will turn on when the temp gauge gets about 2/3 to 3/4 of the way to HOT. The pass side fan should also run when the A/C compressor runs. The drivers side fan will run if the A/C head pressure exceeds about 310 psi also. If you want to test the drivers side fan, its relay and wiring to be sure it works, here is an easy way: Pull to 2 prong electrical connector off the high press A/C switch, which is in the A/C line just to the right (as viewed from the front of the car) of the VAM. Turn the key on or start the car, and jumper the 2 pins in the connector. The drivers side fan should run.
