Does anyone know of a way to "refinish" a dash a different color?
I've heard of it being done with spray-on fabric dye made for automotive applications.
I did my dash about 3 years ago. I used the Dupont Vinyl paint which is a professional product that requires a paint spay gun. These are the steps I followed after removing the dash from the car.

1) Clean the dash with a Vinyl cleaner like Prep-Solve from Dupont. This cleans and removes all dirt, cleaners, and potective coating that were applied over the years.
2) Spray the dash with 2 coats of Adheasion Promoter. This is used to soften the plastic so that the new paint will melt & bond to the dash.
3) spay the dash with 2-3 coats of Dupont Vinyl Paint. This can be mixed to the exact color of the dash, or a custom color of your choosing.

My dash looks like the day it was delivered from the factory.
