damn the state of california and the strict ass smog laws

the muffler guy wont weld on my new catco catalytic converter and connect it to my y-pipe unless i can proove that the 3" DP doesn't effect emissions (which the smog station said it wont but they wouldn't put it in writing)

i think i have to call the Bureau of Auto Repair or just try another shop
If he doesn't mind, you might try asking Pete D for a copy of his emission test printout, and a list of mods? I don't think it's exactly what the shop is looking for, but it may help...
Tell'em to come to the board and ask... Have them call the station, and ask...
Find someone local who has one, who has recently passed emissions...
Tell the shop that you won't hold them responsible if it doesn't pass, and that you'll be back to spend more money if it doesn't pass.
Here in Michigan the smog laws are not nearly as strict but there are many exhaust shops that won't touch a car if it doesn't have a converter installed and I can't blame them either considering the applicable fines that they could face.
However there are a few smaller shops that have a "soft spot" for street rods and many times you can find out who they are by asking around the local drive-in or car show to see where some of the other guys have had some of their custom work done.
In many cases you will find that these kind of places will take their time and do a much nicer job than the big national chain muffler shops.

OK, maybe I'm missing something, if you have a cat and a muffler, how the F**K does a stupid downpipe effect emissions???

Why minieke? They charge you a arm and a leg anyway to put it on. Go to one of those little hole in the wall muffler shops and they will do it for you no problem and for cheap. If you are in the L.A. area, I will be more than happy to take you to a few shops that will do the job no sweat. An example of this is that I had a 3 inch downpipe made by a shop for only $60 bucks with a dummy cat. There is no way Mieneke or Midas would have made that for you.
