now I know why my semi cheap boost guage doesn't work, the waste gate is froozen solid. I have it off the car now and looking for a replacement. The zoo and other fine after market stores don't want to get involved, so where do I go? What years will fit the 83? I lucky trip to the bone yard may have to be the answer.

An Ford style T3 WG should work as far as I know.

It's never a good idea to work in this heat, over 100 everyday in the shade. You make mistakes. The wastegate works fine onces the actuator rod is off. The actuator tests out using a bycyicle pump. The hunt continues for the lost boost. Thanks for your help
