Good question! Unfortunately, I dont think there is a straight forward answer besides try them both and see what your set up likes best.
I have seen dyno runs where they were about a wash if you stay in the efficiency range. A lot of this will depend on your turbo / intercooler too. If you are near the end of efficiency, the timing would be better. If you are on an efficiency island, more boost could be the ticket.
I am getting ready to do some boost / timing testing, but I have a Mallory box that can do high speed retard, and proportional boost control, so I can vary the timing based on different situations. Thats back to the combo problem, probably not applicable to you.

Just a little to add to what Bob said..... if you are looking for better tip in response and low boost or off boost power, jack up the timing, and lower max boost. If looking for best WOT power, increase boost and reduce timing. But as Bob said, play with both and see what happens.
